This email is to inform you effective immediately the NSISP will no longer be able to directly assist students with visa and study permit renewals. We regret this change in practice but it is due to legislation in Canada titled Bill C-35 in the Canadian Parliament. I am sure you have heard about this but if you would like more information you can find it here: http://www.cic.gc.ca/english/department/media/backgrounders/2011/2011-06-28a.asp

Bill C-35 states it is illegal for any third party representative to provide immigration services or advice (including visa or study permit applications or renewals) unless that representative is an accredited immigration consultant. This act was created by the Canadian Government to cut down on unethical immigration consultants but unfortunately this also applies to the education industry. We have been fighting without success against the legislation through CAPS-I since it was passed. As well, we have offered assistance on renewals in good faith over the past year in hopes this law would be amended. However, our legal representation has informed us we are no longer to provide these services unless this Bill is amended as we run risk to both ourselves and the program...including the students we are trying to help. This is something we certainly do not want to happen.

We assure you we will continue to work with you and your students to ensure they are well looked after for renewals. We are in the process of screening accredited immigration consultants who can offer high quality services to our students for a discounted rate. Once we have determined our selected consultants we will update you and provide details of their services and costs. We also encourage students and agents to apply for these visas directly before they arrive and over the next few months we will be providing more information on how this can be done most effectively.

Although there will likely be a transition period internally as we adjust to this new policy, we feel in the long term students will receive more professional and timely services through working with accredited immigration consultants. We value our partnership with our agents and we wanted to provide you with notice and rationale on this policy change well before the end of the school year. We encourage you to contact us with any questions or concerns and we will be back to you very soon with more details on the immigration consultants available in Nova Scotia should your students wish to extend their study permits while still in Canada instead of waiting till they return home for the summer.

Thank you, as always, for the work you do on behalf of the Nova Scotia International Student Program.

Best regards,

Paul Millman
